Bylaws & Rules

Membership

 1.      Membership is open to any person who will be 35 years of age the physical year the events start.

 2.      No rider will be able to participate until his membership paperwork is filled out, turned into the Secretary and dues are paid.  No exceptions. 

 3.      All riders must obey and follow the rules of the WSPBRA.

 4.      Membership may be denied, withdrawn completely, suspended or changed by category, with or without cause at any time by the WSPBR, at its sole and absolute discretion.  Fines and other disciplinary measures may also be imposed for violation of any of the applicable Membership Rules or violation of terms and conditions governing a Member’s behavior or participation at any time

 5.      Acceptance of your membership application by the WSPBR does not make you and should not be construed as making you an employee or partner of the WSPBR, or any other related entities.

 6.  All members are required to read the rules and bylaws carefully.  Failure to understand rules and bylaws will not be accepted as an excuse.

 

Membership Dues

Membership dues are $150.00 per year and are due before or on the first event.  Dues must be paid before a rider will be allowed to ride.  No exceptions.  Consecutive year membership dues are $100.00 per year but has to be consecutive to apply (no lapse of years).

 

The Board of Directors may determine from time to time the amount of the annual dues payable to the WSPBR by its members.

 


Voting Rights

Each member shall be entitled to one vote on each matter submitted to a vote of the entire membership.  The bylaws may provide for voting only by The Board of Directors on some specific issues.

 

Termination of Membership

1.      The Board of Directors, by affirmative vote of two-thirds of all the members of the Board, may suspend or terminate a member for cause after an appropriate hearing.

2.      If any rider disobeys any rules or regulation he can be fined or his membership can be terminated.

3.      If any rider is fined 3 times for any offense his membership can be terminated indefinitely.

4.      In some cases the rider can be terminated immediately with no exceptions.

 

 

Reinstatement

1.      Upon written request signed by a former member and filed with the Secretary, the Board of Directors may, by the affirmative vote of two-thirds of the members of the Board, reinstate such former member to membership on such terms as the Board of Directors may deem appropriate.  Before the Board can consider reinstatement, all unpaid dues, fees, fines or other money owed by the former member must be paid in full

     2.      A rider can be reinstated only by a vote of the Board of Directors.

 

Membership Cards

Each member, upon payment of dues, shall receive a membership card.  This card will show the member’s name and membership number and should be retained by the member.  In some cases it will be mailed to the rider.  Every member should have a membership card available at all times as it may be required for admittance to rodeos, etc.

 

Entry Fees

Entry fees are set per event.  Entry fees can be paid with cash or check.  A $30.00 check fee will be insured with any returned check.  A rider with a returned check will not be able to compete until the check and all the fees are paid.  After 2nd returned check rider will be required to pay by cash only for remainder of year. 

 

Finals & Year End Awards

1.      To be able to compete at the Finals, there are two choices:

          A.     A rider may compete at 10 events to qualify for the finals. 

          B.     If a rider does not compete at 10 events he must compete in at least 5 and pay $25.00 for each event missed to equal 10.

2.      Bull rider must enter in the finals to receive awards unless he has a qualified injury.

3.      Board of Directors will determine year-end awards each year.

4.      In case of ties, awards will be determined by points, amount of money won and then events entered.

 

 Amendments to Bylaws

These bylaws may be altered, amended or repealed and new bylaws may be adopted by a majority of the directors at any regular or special meeting.

 

 WSPBR Rules

 

General

 

  1. Any person becoming a member of this association shall comply with all of its rules, bylaws and decisions and shall be bound by the same.
  2. You must call in to enter an event on Sunday before the event between 5p - 8p.  You must call in by 7:00pm on Thursday before an event to cancel, if not, there will be a $30.00 fine.
  3. Members must pay current dues and all outstanding debts to WSPBR before being allowed to participate in any event approved by the association.
  4. Riders must be on hand and ready to compete when it’s their turn.  If rider is not there, stock will be turned out and rider will owe a $30.00 fine.  No stock shall be brought back after turning out.  Stock so turned out can be used for re-rides.
  5. The Stock Director will approve all stock.
  6. If Stock Director sees any reason for taking a certain bull out of the draw, he will be eligible to do so.
  7. The judges’ decisions are final.
  8. Each WSPBR member will be responsible for his entry fees regardless of who issues the check.

 Code of Conduct

 1.  All members of the WSPBR will at all times conduct themselves in an exemplary manner representing the WSPBR in a positive light in and out of the arena.

           A.  Anytime a WSPBR member speaks of or to other members, judges, stock contractors, etc. in a negative manner they will be subject to a fine up to $150.00 or immediate suspension.  The WSPBR is a Senior Association and conduct other than respectful will not be tolerated.

              B.  Fighting, quarreling, taunting, intimidation, cockiness, rudeness, whining, etc. are not acceptable.  If alcohol or profanity is not acceptable at certain venues, you are expected to conduct yourself as an adult and abide by their rules. i.e.: Church venues and youth events or with another association at their event.


The Chute

1.  Time start – When the bull breaks the plane of the gate.
2.  Time Stop – When the riders’ hand is no longer touching the bull rope or 7 seconds, whichever comes first.
3.  A rider must be ready when it comes his turn.
4.  A rider must make two attempts to get out on the bull, if not able, he will get a re-ride.
5.  Rider shall be disqualified for any of the following offenses:
          A.  If rider gets bucked off.
          B.  If free hand or arm touches the bull.
          C.  If spurs are hooked in the bull rope when rider leaves the chute.
          D.  Using sharp spurs or placing spurs or chaps under the rope when rope is being tightened.
6.  Re-Ride - if the bull fouls the chute coming out, if the bull falls down or stumbles during the ride or if the flank rope comes off during the ride.  If a bull stops then continues unassisted within 7 seconds no reride will be given.
7.  If a bull rider accepts a re-ride, he must get on the re-ride bull or receive a no score.
8.  Re-Ride bulls will be a high and a low end bull.  Your re-ride bull will be the level of bull you originally drew.

The Arena

     1.  Bull rider may be fined (amount of fine to be determined by a majority vote of the Board of Directors) and/or disqualified for any of the following offenses during an event.
          A.  Being under the influence of alcohol or narcotics in the arena.
          B.  Being rowdy or quarreling in the arena.
          C. 
Not wearing western hat, boots and long sleeve shirt with collar in the arena.
          D. 
Mistreatment of stock in or out of the arena.
          E. 
Bad checks
          F.  Harassment of Secretary, judges, other members, etc.

 Judges & Judging

 

  1. Judges must be experienced.
  2. Judges totals must be turned in to and checked by Secretary before winner is announced.
  3. All judges should carry a stopwatch.
  4. The decisions of the judges will be final and no protest by riders will be permitted.

 

 Point Awards & Payoff

    1.  The association point award system is a ten point system.  Points will be awarded to the top ten (10) places if qualified.  Points will be awarded as follows:
100/90/80/70/60/50/40/30/20/10, along with qualified ride score.
Each rider will receive 20 points for paying entry fees and 1 point for each rider that breaks the plane of the chute.

    2.  The following payoff will be used:
          1 to 5 riders – 1 money – 100%
          6 to 10 – 2 monies – 60%/40%
          11 to 15 – 3 monies – 50%/30%/20%
          16 to 20 – 4 monies – 40%/30%/20%/10%
          21 to 25 – 5 monies – 30%/25%/20%/15%/10%

 Chain of Command

1.      If a WSPBR member has discrepancies, shortcomings, ideas or input, which needs to be addressed, he will follow a Chain of Command; which is your Group Directors.

          B.
     
Group Directors will bring discrepancies, shortcomings, etc. to the Board of Directors either by a phone call or a meeting.

          C.     Members will have their response from the Board of Directors by the following Rodeo.

          D.    Boards of Directors decisions are final.

 President

The President shall be the principal officer of the WSPBRA.  The President shall in general, supervise and control all of the business and affairs of the WSPBRA as well as preside at all meetings of the members and the Board of Directors.  The President may sign with the Secretary of the WSPBRA, any deeds, mortgages, bonds, contracts or other instruments which the Board of Directors have authorized to be executed, except in cases where signing and execution thereof shall be expressly delegated by the Board or by the bylaws or by statute to some other officer or agent of the WSPBRA.  In general the President shall perform all duties incident to the office of President and such other duties as may be prescribed by the Board of Directors from time to time.  The President must be a Charter or Participating Member of the WSPBRA.  The outgoing president will remain on the Board of Directors as an ex-officio non-voting member until the next outgoing president would assume the position.

 

Vice President

In the absence if the President, or in the event of his inability or refusal to act, the Vice President shall perform the duties of the President.  The Vice President shall perform such other duties as from time to time may be assigned to him by the President or the Board of Directors.  The Vice President must be a Charter or Participating Member of the WSPBRA.

 

Secretary

The Secretary shall be assigned by the Officers and the Board of Directors to perform those duties necessary for the operation of the WSPBRA.  The Secretary shall have charge and custody of and be responsible for all funds and securities of the WSPBRA, receive and give receipts for monies due and payable to the WSPBRA from any source whatsoever, and deposit all such monies in the name of the WSPBR in such banks.  In general perform all the duties normally associated with the office of treasurer and such other duties as from time to time may be assigned by the President or by the Board of Directors.  The Secretary shall keep the minutes of the Board of Directors meetings as well as general membership meetings in one or more books provided for that purpose.  Give all notices in accordance with the provisions of the bylaws as required; be custodian of the WSPBR records.  Keep a record of the post office addresses of each member which shall be furnished to the Secretary by each member, and in general, perform all duties incident to the office of Secretary and such other duties as from time to time may be assigned by the President or by the Board of Directors. 

 

Group Directors

The Directors will be responsible for all the members in their Region.   Region Directors will bring discrepancies, shortcomings, ideas, etc. to the Board of Directors either by a phone call or a meeting.  The Directors shall perform such other duties as from time to time may be assigned to him by the President or by the Board of Directors.  

 

Stock Director

The Stock Director is responsible for contacting the Stock Contractors to schedule the bulls for each event.  The Stock Director must approve all stock before it’s allowed to buck.  If the Stock Director sees any reason for taking a certain bull out of the draw, he will be eligible to do so.  The Stock Director shall perform such other duties as from time to time may be assigned to him by the President or by the Board of Directors.
